Saudi Arabia – Medical Insurance Crisis

The Minister of Health’s announcement that the implementation of medical insurance may take years to happen caught many people by surprise since this issue was almost settled 6 years ago when His Excellency Mr. Hamad Al Manea was the Minister of Health. When the former minister His Excellency Mr. Abdullah Al Rabiah took office he followed up on this issue and foreign experts were brought in to study the file but when consent was about to be given, the file got held back again since there was no agreement over what percentage the patient will bear of the cost of treatment. We currently don’t know how the new Minister of Health will reopen this case in light of the high cost of treatment and weak capabilities of several hospitals, especially in peripheral cities. Moreover, the ministry’s budget, which has multiplied several times in the past few years, is no longer able to meet the requirements of treatments partly due to the increase in the number of chronic illnesses and the high cost of treatment. However, as important as all these considerations are, the main challenge that remains is agreement over what percentage the patient will bear of the cost of treatment, which some consider to be a sensitive issue.
